From Awareness to Action: Managing New Risks and Shaping the Future of Insurance
The insurance industry is entering a period of significant change. Cyber risk, artificial intelligence, automation, connected devices, climate-related exposures, data-driven underwriting, evolving regulation and changing client expectations are reshaping how risks are identified, priced, transferred, governed and explained.
For the Maltese insurance market, these developments create both challenges and opportunities. Some risks are becoming more complex, less predictable and harder to insure. At the same time, new technologies and new data sources are creating opportunities for better risk selection, more tailored products, improved claims handling, stronger client engagement and more sophisticated professional advice.
The objective of this conference is to bring together the Maltese insurance community and key stakeholders to explore how the sector can move from awareness to action.
The conference will examine how insurers, brokers, intermediaries, reinsurers, risk managers, compliance professionals, claims professionals, actuaries, technology specialists, regulators and professional bodies can respond to emerging risks and technological change in a practical, responsible and commercially meaningful way.
The emphasis will be on what insurance professionals need to understand, decide and do next.
The conference will combine expert input, moderated discussion, audience engagement and technical workshops. It will provide practical insights, strategic direction and actionable ideas to support innovation, resilience, professional excellence and better decision-making across the insurance industry.

Cyber Risk and Cyber Insurance: From Threat Evolution to Market Response
Focus
Cyber risk is one of the clearest examples of how modern risks are challenging traditional insurance models. This panel will examine cyber risk not only as a technical threat, but as an insurance, underwriting, pricing, wording, claims and market-capacity challenge.
The panel will focus on what cybersecurity means for insurance professionals: how it is assessed, priced, transferred, excluded, accumulated, claimed and explained to clients.
Showcasing the practical insurance implications of cyber risk.
Core Themes
- The changing cyber threat landscape and its implications for insurers and intermediaries.
- Cyber underwriting and the increasing importance of security posture, controls and risk maturity.
- Policy wording evolution, including affirmative cyber, silent cyber and coverage clarity.
- Pricing, capacity and reinsurance dynamics in the cyber insurance market.
- Data scarcity and the difficulty of modelling cyber risk.
- Claims trends, including ransomware, business interruption, third-party liability and incident response costs.
- The challenge of making cyber insurance accessible, suitable and meaningful for SMEs.
- Cyber insurance as part of a wider resilience strategy, not a substitute for cybersecurity.

Regulation, Conduct and Professional Judgement in a Changing Risk Landscape
Focus
As insurance products and risk environments become more complex, professional judgement becomes more important, not less. This panel will examine how insurers, intermediaries, advisors and other insurance professionals should adapt their conduct, governance and advisory practices in response to emerging risks.
The panel will consider how awareness of complex risks should translate into responsible advice, suitable products, clear disclosure, good governance, fair client outcomes and ethical professional conduct.
Connecting technological change to trust, accountability and professional responsibility.
Core Themes
- Regulatory expectations in relation to emerging and complex insurance risks.
- Conduct obligations concerning suitability, disclosure, transparency and client understanding.
- The responsibilities of brokers, intermediaries and advisors when products become more complex.
- Professional judgement in a data-driven and algorithmically supported environment.
- Governance frameworks that support responsible innovation and ethical risk advice.
- The risk of over-reliance on models, automated tools or vendor-provided solutions.
- Accountability for decisions supported by technology, data and analytics.
- The importance of maintaining client trust in a changing insurance market.

Data, Analytics and Risk Modelling for Emerging Risk Classes
Focus
Data and analytics are changing how insurance is practised. This panel will examine how real-time data, telematics, IoT, artificial intelligence, machine learning and advanced analytics are transforming risk assessment, underwriting, pricing and portfolio management.
The focus is on technology as an insurance capability: how data-driven tools can support better risk understanding and more dynamic pricing, while also creating new challenges around data quality, governance, fairness, transparency, explainability and regulatory acceptability.
Drawing a clear distinction between technology as a source of new risks and technology as a tool for improving insurance practice.
Core Themes
- Real-time data streams and their influence on underwriting and pricing.
- IoT, telematics and connected devices as sources of continuous risk information.
- Machine learning and advanced analytics for segmentation, risk scoring and pricing.
- Data quality, reliability, provenance and governance.
- Model risk, explainability, validation and oversight.
- Dynamic pricing and its implications for fairness, transparency and conduct.
- The relationship between actuarial judgement, underwriting experience and automated modelling.
- The operational and governance requirements for sustainable use of data-driven models.
